8 BUILDING SOCIETY
(строительное общество) Финансовая организация, которая традиционно предлагает открытие разнообразных сберегательных счетов с целью привлечения депозитных вкладов, используемых для предоставления долгосрочных ипотечных кредитов (mortgages) на покупку или перестройку дома. Эти общества развились в конце XVII в. из дружеских обществ (Friendly Society) и являются бесприбыльными организациями. Их деятельность регулируется Законом о строительных обществах 1986 г. (Building Societies Act 1986). Общества принимают депозитные вклады на различные виды счетов, отличающиеся друг от друга разными ставками процентов и условиями изъятия средств, либо в форме “паев”, для изъятия которых часто требуется предварительное уведомление. Проценты, выплачиваемые по счетам строительных обществ, уже очищены от подоходного налога, так как строительные общества платят этот налог непосредственно Департаменту налогов и сборов, если инвестор является налогоплательщиком. Общества привлекают как крупных, так и мелких вкладчиков; средний размер вклада в них составляет около 5 000 ф. ст. Ссуды, выданные лицам на покупку недвижимости, обычно погашаются путем регулярных ежемесячных платежей части основной суммы долга и процентов в течение ряда лет. Другим способом, который приобретает все большую популярность, является закладная-вклад, предполагающая, что ссуда не погашается до тех пор, пока не наступит время выплаты страховой суммы по страховому полису жизни заемщика; при этом, в течение всего периода, на который выдана ссуда, заемщик платит только проценты по ней и страховые премии. После принятия Закона 1986 г. строительные общества получили возможность расширить набор предоставляемых ими услуг; это позволило им успешно конкурировать во многих сферах деятельности с коммерческими банками. Теперь они предлагают своим клиентам открытие чековых счетов с начислением процентов на весь остаток, наличные карточки, кредитные карточки, ссуды, переводы денег, обмен валюты, услуги персонального финансового планирования (акции, страхование, пенсии и т.д.), посредничество в операциях с недвижимостью, оценочные услуги и составление нотариальных актов о передаче имущества. Различия между банками и строительными обществами быстро стираются, тем более что некоторые строительные общества получили разрешение своих членов трансформироваться в публичные компании с ограниченной ответственностью ( public limited company), что фактически превращает их в банки. Все эти изменения повлекли за собой волну слияний строительных обществ с целью создания общенациональной сети, способной конкурировать с банками Большой четверки (Big Four). Конкуренция между банками и строительными обществами хорошо проявляется в сближении процентных ставок тех и других, поскольку они соперничают между собой в привлечении средств. Более того, конкуренция со стороны строительных обществ вынудила банки ввести бесплатные банковские услуги, платить проценты по текущим счетам и работать по субботам. -
